Out-of-State and Foreign Applicants

July 2013:  Until further notice, applications for the Master of Science in Health Care Policy and Management have been suspended.

The Advanced Certificate in Health Care Management has an application deadline of November 1, for Spring  start and May 1 for fall start.  Students who are accepted must be matriculated for at least two semesters.

If you have recently moved to New York State or plan on becoming a New York State resident, you must read the information found on the Bursar's web page regarding New York State residency.

In addition, if an applicant has a vehicle on campus registered to someone who resides out of state, the student cannot be considered independent.  If an applicant's health insurance is based on parental information, the studnet will be charged out-of-state tuition if the parents do not reside in New York State.

Health Care Policy & Management Admission for Foreign Applicants

Admission to a graduate program requires that the applicant have the preparation and ability that – in the judgment of the program – are sufficient to enable satisfactory progress in the degree program.

Applicants who are not United States citizens or who do not hold permanent resident status should contact Office of Student Services before applying. The Department of Health Care Policy and Management does not offer stipends or scholarships to foreign applicants. We do not have teaching assistant positions.

If a foreign applicant chooses to apply to the either the Master’s in Health Care Policy and Management or the Advanced Certificate, the following documents will need to be submitted (all documents MUST be ORIGINALS):

  • Transcripts from every college attended.
  • Foreign transcripts must be evaluated by WES (World Education Services); visit their web site at www.wes.org. You must request a course-by-course evaluation and the evaluation must show a GPA (grade point average).  When contacting WES, you should request the ICAP service from WES.  ICAP = International Credential Advantage Package which stores and delivers your transcripts and the WES evaluation report to as many educational institutions as you wish.  http://www.wes.org/students/index.asp
  • GREs are required (graduate record exam); visit their web site at www.gre.org. You need to take the general exam.
  • TOEFL (test of English as a foreign language) is required if English is not your first language; visit their web site at www.toefl.org.
    • You must meet minimum standards.  Visit the graduate bulletin for current minimum scores.
